What covers per labor hour measures
Covers per labor hour answers one question: for every hour you paid somebody to be in the building, how many guests did you actually serve? It is the plainest productivity measure a restaurant has, because both sides of the ratio are physical. Covers are people who ate. Hours are hours you paid for. Neither number moves because you changed a price or ran a promotion.
A site that served 420 covers on 305 paid hours ran at 1.38 covers per labor hour. Turn the same figures around and you get the number most kitchens find more intuitive: 43.6 minutes of paid labor went into every guest who walked through the door. Both describe the same shift, but the second version makes it obvious why an extra body on a slow Tuesday is expensive.

Why covers rather than dollars
The more common measure is sales per labor hour, which divides revenue by hours instead of guests. It is a good measure and you should track it, but it carries a distortion that covers per labor hour does not: it moves whenever average check moves, and average check moves for reasons that have nothing to do with how hard anyone worked.
Put a price rise through the menu and sales per labor hour improves overnight while the kitchen does exactly the same amount of work. Run a set-menu week at a lower price point and it collapses, even though the team is plating more food than usual. Driven by section sizes, service style, table turns and how much of the guest journey is handled by staff rather than by technology. It is far more sensitive to seating pattern than the kitchen figure: the same 200 covers spread evenly across four hours needs materially fewer floor hours than 200 covers arriving in two waves.
The combined number
Useful for comparing periods and sites, but always look at it with the split alongside. A combined figure can hold steady while a lean kitchen quietly subsidises an overstaffed floor, and the total tells you nothing about which one to fix.

These ranges are orientation, not targets. The spread between the top and bottom rows is not a spread in effort — it is a spread in what the guest is paying for. A tasting menu at 0.8 covers per labor hour can be far more profitable than a fast casual site at 5.0, because the check is ten times larger. Compare yourself against your own trend and against sites running the same service model, and ignore everything else.
The number is also only half a picture on its own. Pair it with labor cost percentage, which tells you what those hours cost relative to what you sold, and with prime cost, which tells you whether the combination of food and labor leaves anything behind.
Using the number to schedule
The practical value of covers per labor hour is that it converts into a schedule. Once you know your realistic rate, forecast covers divided by that rate gives you the hours the shift should need, before you start placing people.
- Measure by shift, not by week. A weekly average hides the two shifts where all the money leaks. Lunch and dinner almost always run at different rates and should be scheduled against different targets.
- Set the target from your best comparable shift, not from an industry figure. The best Tuesday dinner you ran in the last quarter, at acceptable quality, is a target the team can recognise as achievable.
- Watch the tail of the shift. Most low readings come from the last ninety minutes, when covers have stopped arriving but the schedule has not ended. Staggered finish times move this number faster than anything else.
- Check quality alongside it. Ticket times, remakes and complaints belong on the same report. A rising rate with rising ticket times is not productivity, it is a queue forming.
- Separate fixed hours from variable ones. Opening, closing and prep hours do not flex with covers, so a quiet week always reads worse. Knowing how many of your hours are genuinely fixed stops you chasing a ratio you cannot move.
Seating pattern matters as much as headcount. Pushing covers from a 20:00 peak into a 18:30 or 21:00 slot spreads the same guests across hours you were already paying for, which is why table turnover and covers per labor hour tend to improve together.
Frequently asked questions
Should covers per labor hour include salaried managers?
Include them if you want a true picture of what the operation costs to run, and exclude them if you are using the figure purely to schedule hourly staff. Whichever you choose, keep it consistent, because switching mid-year makes your trend meaningless.
What counts as a cover?
One guest served, not one table and not one check. Two people sharing a check are two covers. Counting checks instead of guests understates the kitchen's work substantially in any site with a lot of two-tops and shared tables.
Do takeaway and delivery orders count?
They consume kitchen labor, so they belong in the kitchen figure — usually counted as one cover per order. Leave them out of the front of house figure unless your floor team is packing and handing them over.
Why does my number look worse on quiet days?
Because a large share of your hours are fixed. Opening, prep, dish and closing hours happen whether you serve 40 covers or 140, so the ratio falls sharply at low volume. This is real and worth knowing, not a measurement error.
Is a higher figure always better?
No. Past a certain point you are trading service quality and ticket times for hours saved, and the guest pays for it. Track ticket times, remakes and complaints on the same report so you can see the point where the rate stops being productivity.
How does this differ from sales per labor hour?
Sales per labor hour equals covers per labor hour multiplied by average check, so it moves when you change prices even though nothing about the work changed. Covers per labor hour isolates the work itself. Track both and you can tell which one moved.
How often should I calculate it?
Weekly by shift type is the useful cadence. Daily readings are too noisy to act on, and monthly readings arrive far too late to change a schedule that has already been worked and paid.
